History Data The Department of Medical Informatics was created in 1986 according to the order No.1 as of 02.01.1986 of the Ministry of Public Health of the USSR and according to the decision of All-Union meeting of active workers of the Ministry of Health on acceleration of scientific and technical progress. At the beginning, the Department referred to as the Department of Medical Computer Science and Computer Facilities, since 1996 it carries the name of the Department of Medical Informatics, since 2000 - medical informatics with a course of pedagogics and psychology. The initiator of creation of the first department of such a kind not only in Ukraine, but on the territory of the former Soviet Union was the well-known scientist, Doctor of Medical Sciences, Professor, Merited Worker of Science and Technology, Academician of the International Academy of Computer Science and the Ukrainian Academy of Computer Science O.P. Mintser, who successfully heads it now. The name of Professor O.P. Mintser is widely known in scientific circles not only in our country, and the list of his creative activities makes over 600 scientific works in the field of medicine and medical computer science and he is the teacher of over 130 young scientists. Professor O.P.Mintser belongs to the school of outstanding scientist, Academician of NAS of Ukraine M.M Amosov. The history of the development of the Department, as well as the science of informatics, is rather young. Nevertheless, for the period of the existence the Department has proved itself from the best side and now it is one of leading departments of Ukraine, and is the basic department of the faculty of Advanced Training of Lecturers of the Kyiv Medical Academy of Post-Graduate Education. For the years of its existence, at the department almost 5 thousand students have been trained, among them practical doctors, scientific employees, teachers of the higher medical educational institutions, and also institutes and faculties for advanced training of doctors and pharmacists. By the powers of teaching staff members of the department, there has been created the automated database where the information on all students, which have passed training at the Department of Medical Computer Science is stored and analyzed. In the Department initiative of Center of Distance Education has been created. In 2004, for the first time in Europe, the Department held a videoconference on topical problems of diagnosing and treating tuberculosis with 5 world countries: the USA, Poland, Slovakia, Albania and Ukraine; for the first time in Ukraine, courses in conformity with distance education and TV medicine séances were held. Under the decision of the Ministry of Public Health of Ukraine, the order of the rector of KMAPGE as of April, 18, 1995, the Department of Pedagogic and Psychology in structure of the faculty of the Advanced Training of lectures was created. The first Head of Department and its founder was the Doctor of Pedagogical Sciences, Professor N.V. Cherpinsky. In 1999 the Department was reorganized into a course of pedagogics and psychology and merged with the Department of Medical. Teaching and Methodological Work The following courses are conducted at the Department: Topical Advanced Training: “Computer facilities in public health”; “Internet-embodiment of modern information technologies”; “Modern aspects of training in medicine”; “Mathematical methods of information processing”; “Use of personal computers in medical practice”; “Modern aspects of computer aided training”; “Theory and methodology of training” (for professors and Heads of Departments); “Bases of the theory and technique of vocational training” (for assistants and teachers); “Theory and technique of vocational training” (for professors, senior lecturers, assistants); “Distance education in medicine”; “Information technologies in pharmaceutics”; “Continuous medical education for doctors and pharmacists in the context of Bologna process”; “Financing and management in health protection”; “Researching operations (analysis of scientific problems from the point of view of obtaining grants)” etc. Scientific Research Activities Scientific, pedagogical and organizational innovations of the Department testify to its powerful creative potential. A lot of achievements of the Department are accompanied by the word “first”. Today the employees of the Department are performing several investigations: “Ukrainian citizen’s medical electronic passport” (at the command of the MH of Ukraine), “System-information methodology for assessing effectiveness and managing the quality of medical services and medical education” and joint Scientic research work “Developing normative basis of system for doctors continuous professional development in order to ensure a high quality of providing medical care for Ukrainian population”. In 2006, in Professor O.P. Mintser’ initiative the specialty 14.03.11 – “Medical and biological informatics and cybernetics” (medical and biological sciences) was revived and a Specialized Scientific Board D 26.613.10 on defending theses of the degree of Doctor (Candidate) of Sciences was created which is headed by Prof. O.P. Mintser. The Specialized Scientific Board was open at NMAPE named after P.L. Shupyk. In 2007, a new scientific and practical journal “Medical Informatics and Engineering” was founded. The appearance of the special journal became a significant promotional factor of developing a new specialty. The Department is the initiator of creation of the All-Ukraine public organization AMETHYST (“Association of experts on medical computer science, statistics and biomedical techniques”), together with which it annually carries out international scientific methodical conferences “Information technologies in public health services and applied medicine”. The employees of the Department for the last years have been published over 200 scientific works, 5 monographs, 10 methodical and manuals, 6 copyright certificates have been received, 4 candidate and 1 doctorate theses have been prepared. International activities The Department actively cooperates with the European community under the program of creation of unified system of medical education in Europe and on questions of use of the newest information technologies in applied medicine. The Department repeatedly took part in the international exhibitions, symposiums, seminars and conferences, where it represented the development on questions of creation of the electronic medical documentation and introduction to educational process of a remote education system, for what it has been awarded by honorary diplomas, silver and gold medals.
